TASK 1

LITERATURE REVIEW

The main objective of MetroGov3c’s Task 1 was to understand the state of the art with respect to the conceptual aspects of the territorial and metropolitan governance, as well as to gather knowledge on the types of metropolitan governance models that the technical and scientific literature proposes. Reading these contributions also allows a diachronic digression on the principles on which these models are based, as well as, their relationship with political guidelines and regional planning and development.
This reflection was also useful in forming a common lexicon for the various members of the team, which is all the more important because it is a multidisciplinary team, bringing together researchers and consultants from various institutions and with different academic and professional backgrounds and practices. 
The methodology adopted was based on literature review and bibliometric analysis of scientific papers and books, as well as other relevant documents, such as legal instruments and planning instruments, among others. The analysis of these contributions also provided an interpretation of the evolution of the principles, sectors and domains on which the governance models are based and of how these developments relate to economic, financial and territorial planning and development guidelines, which was used as a reference in the ensuing tasks.
The MetroGov3C team conducted an iterative method of literature review, that started with the manual selection of relevant literature by team members, and from that initial set of publications, developed a thorough review of literature in the field of Metropolitan Governance.
Three methods of bibliometric analysis were used. See the results of this task in the MetroGov3V document "METROPOLITAN GOVERNANCE: Key Concepts and References".
